The state fined a Broward doctor $10,000 for what happened during a circumcision

According to the state complaint, the infant almost died. Dr. Donghua Xie from Broward has been fined $10,000 by Florida's Board of Medicine for mistakes during a circumcision that nearly killed an infant boy. The state alleges that Xie used more than quadruple the recommended amount of lidocaine solution injection while performing a circumcision. The infant child, who weighed 17 kilograms (37.4 pounds), weighed slightly over 17 pounds and should have only injected no more than 76 milligrams of lidoaine. Xie was also ordered to pay $6,460 in Florida Department of Health case costs and take a three-hour continuing medical education class in circumcisions. This is Xie's first disciplinary action since becoming licensed in May 2016.

Mistakes during a circumcision that the state says nearly killed an infant boy cost a Margate urologist $16,460 as part of his punishment from Florida’s Board of Medicine.

The final order against Dr. Donghua Xie posted May 6, almost four years after the circumcision on May 25, 2020. In addition to a $10,000 fine, Xie was ordered to pay $6,460 in Florida Department of Health case costs; must take a three-hour continuing medical education class in circumcisions; another three-hour class in drug dosages; and a five-hour session in risk management.

State health department records say this is the first disciplinary action against Xie since he became licensed on May 6, 2016. Xie’s profile claims licenses in Connecticut, Michigan, Kentucky and Virginia, but an online check found the Connecticut, Kentucky and Virginia licenses expired.

He ‘turned blue, stopped breathing and began having a seizure’

The original administrative complaint by the state said the infant child weighed 17 kilograms (37.4 pounds). At 4.5 milligrams of lidocaine per kilogram, Xie should have injected no more than 76.5 mg of lidocaine into the boy’s penile area. Xie injected 140 to 160 mg, which would be either slightly less or slightly more than twice the recommended amount.

But the state amended its administrative complaint in realizing the boy didn’t weigh 17 kg, but slightly more than 17 pounds (17.6, which is 8 kg). So Xie should’ve injected no more than 36 milligrams of lidocaine.

“[Xie] fell below the minimum standard of care in his treatment ... by using more than quadruple the recommended amount of 2% lidocaine solution injection ... while performing a circumcision,” the amended complaint said.

The complaint said soon after the second shot of lidocaine, the child, “turned blue, stopped breathing and began having a seizure.”

Xie and the boy’s father did CPR on the boy until Margate Fire Rescue arrived, stabilized the baby and took him to Northwest Medical Center.
